Manoel has a Bachelor of Science in Business Administration (B.S.B.A.), major studies in banking and finance. He obtained his general engineering and general construction licenses in 1975 and since then he has engaged in general construction, engineering, and development projects worldwide.

He has had years of extensive experience in business, public relations, and administration. His wide range of experience enabled him to gain valuable knowledge and experience of international trade, structured project finance, banking and trade finance, oil and gas trade, and other petrochemical products and management activities.
